Purpose: The purpose of the steering committee is to draft ballot language for the November 2, 2010 referendum. The pupose of the referendum is to determine the Village's future special assessment policy in relation to road and right-of-way improvements. On November 2, 2010, Village residents will be asked to decide whether street construction projects should be funded by special assessment or general tax levy. Membership: The Village Board will select residents to the steering committee to assist in drafting the ballot language. Meeting Schedule: The steering committee will meet at the Public Safety Building/Village Hall. These meeting dates and location are subject to change, so please contact the Village Offices at (920) 468-5225 to confirm. Documents & Presentations: Proposed Binding Referendum Ballot Language: Under State Law, the increase in the levy of the Village of Bellevue for the tax to be imposed for the next fiscal year (2011) is limited to 3% which results in a levy of $2,469,878. Shall the Village of Bellevue be allowed to exceed this limit and increase the levy for the next fiscal year (2011) and on an ongoing basis, by a total of 14.2%, which results in a levy of $2,819,878, for the purpose of generating sufficient revenue to fund 35% of the costs associated with the reconstruction or resurfacing of existing roads which will reduce (by an equal percentage) the special assessments currently charged to property owners for planned road work. This will not include new development or the urbanization of rural roads. A "YES" VOTE WILL ALLOW THE VILLAGE OF BELLEVUE TO EXCEED THE LEVY LIMIT AND INCREASE THE LEVY FOR THE NEXT FISCAL YEAR, 2011, BY A TOTAL OF 14.2% WHICH RESULTS IN A LEVY OF $2,819,878. A "NO" VOTE WILL NOT ALLOW THE VILLAGE OF BELLEVUE TO EXCEED THE LEVY LIMIT. (YES) (NO) |
