Scope of Work

This construction project, completed in two stages, will include:
  • The removal of the traffic signals at Main Street and Verlin Road and replacing it with a double lane roundabout;
  • The installation of sidewalk along the south side of Verlin Road/Manitowoc Road from Main Street to Eaton Road;
  • Diamond grinding the concrete surface from Main Street to Eaton Road;
  • Bridge deck repairs/overlay  and ramp improvements for the bridge over I-43, and
  • Some signal and lane improvements to the intersection of Steffens Way and Manitowoc Road.

Project Oversight

The project is managed by the Wisconsin Department of Transportation.  The local contact person will be Andrew Vissers, Community Development Director or Bill Balke, Director of Public Works.

Project Status

Business Meeting scheduled for Thursday, September 2nd at 4:00 PM at 3100 Eaton Road.  DOT and Contractor to give update on progress and answer questions.

Construction is finishing up on the roundabout.  It is anticipated that the roundabout will open to traffic on Thursday, September 2nd.  Construction on the 2nd phase of the project is anticipated to begin on Monday, September 13th. All construction must be completed by November 23, 2010.

Stage 1 Overview

The first phase of the project includes work to the ramps, and work outside the bridge area to the traffic lanes of JJ, and the roundabout construction.  The closure will be a maximum of 45 working days, which should be around Labor Day, weather depending.  Ramp work may cause closure for no more than three consecutive nights.  Notification of closures will be made as follows:

Stage 1 Traffic Detour
All commercial entrances shall remain open unless by approval of the owner.  Property owners will be contacted 48 hours in advance of any closures due to paving.  Detours for this phase of the contract are shown below:

Stage 2 Overview

The second stage of the project will be to complete the work needed on the bridge and ramps over I-43. It is anticipated that the bridge will be closed to all traffic for a maximum of 15 working days. During this time the bridge concrete will be repaired and resurfaced. The ramps would remain open except when temporary closures take place for repairs and improvements on those ramps.

Construction will be allowed at night to expedite the construction. Ramps may be closed at night from 7 pm to 9 am, but reopen during the day. All lanes of traffic along CTH JJ between the ramp and Eaton as well as the ramp and Main Street will remain open to traffic.

Stage 2 Traffic Detour
During stage 2, the area between the ramps will be closed to through traffic both day and night. A traffic detour will be used to direct traffic around the construction using local roads. This detour route would be used for a maximum of 15 working days.

Directional Signage Opportunity

  • Local business directional signs will be allowed to be installed during the project.
  • A maximum of 4 signs will be allowed to be placed on roads along the detour route.  The contractor will supply the barricade in which to mount the signs along DOT R.O.W. (STH 29/USH 141).
  • Other roads will require the owner to provide the sign and the barrier.
  • The location of the signs will be at the discretion of the Wisconsin DOT inspector in coordination with business owners.The maximum size of the sign shall be 3’ -high x 3’ -wide for a single business,  and 4’-high x 8’- wide for multiple businesses.
